Traffic was horrendous for the few weeks following Hurricane Harvey because flooding had not receded in certain parts of the city and we were forced to use only a few main routes. Highway 99 (Grand Parkway) traffic was especially heavy between 1093 (Westheimer) and I-10. This picture was on Sept 6, 2017, about 10 days after the hurricane. Traveling on 99 from the Westpark Tollway to Cinco Ranch Blvd (usually a 5 minute drive or less) took 30 minutes or so because you couldn't divert to side streets because of flooding.
