Hurricane Harvey caused remarkable flood conditions. In this photo, police officers pull a rescue boat close to a front stairwell leading to an apartment complex. A couple people depart the complex with a few small bags of belongings. If the rescue boat did not come, these people could likely not be able to leave the complex due to the level of the flood waters.
